Why is the University of South Carolina providing spending information online?

The University of South Carolina is collaborating with the Comptroller General and other higher education institutions in South Carolina to be more open about spending. USC receives funding from a variety of sources, including students, grant sponsors, donors, alumni, athletic ticket holders and from the State of South Carolina and therefore is committed to demonstrating fiscal accountability for how these funds are used. This transparency site provides information on payments made through the university system, as well as links to other financial data.

What information is available?

The spending transparency website shows all expenses paid through the university vendor system. The information is available for all USC campuses.  The site provides the reference document number, the payee, the accounting date, the purpose/classification and the amount. A list of definitions is provided.

What is the university's fiscal year?

The University of South Carolina operates under a fiscal year which spans from July 1 to June 30. Each fiscal month throughout the year closes around the third working day of the following calendar month.

How long will the information be available on the spending transparency website?

The University will provide and maintain three fiscal years of data.

When will information be available each month?

The university will update the site on or about the 5th of each month with reports on the prior month.

How can I see more information about particular transactions?

Specific questions about an expense can be directed to the Office of the Controller at controller@sc.edu. Please note that your inquiry may be a Freedom of Information request and handled in accordance with that law.

Why are some names redacted?

In compliance with the Family Educational Rights and Privacy Act (FERPA), and the Health Insurance Portability and Accountability Act (HIPPA), the university does not provide names of students or participants in grant activity.

Are payroll expenditures included?

No. Information about salaries is not included.

Is all financial information for USC available in the spending transparency web site?

No. This site provides all expenses paid through the university vendor system and does not include internal entries and revenue items.
